install fails to upload config file to server

Description

during installation of the latest svn, during a clean installation, the system thinks it can't write the config file. i ensured that the config directory was writable by the apache server process, and that it also had access to the sql directory. in fact, i did everything exactly the same as i did for the installation of the stable version, which worked beautifully.

This is not a bug, that is by design the error is in the instructions. They will be corrected.
