Ampache 3.4-Beta2

Beta2 has some sweeping charset related changes. In order to generate valid XML files the charset of the filenames and song fields are now strictly enforced. Democratic play has been flushed out and is now feature complete. Speed improvements were made across the board. There is still a lot of optimization to do before the stable release. XML API has a large number of additional fields and valid queries.
